Almaty is the gateway for most visitors: mountain lakes an hour from the city, Charyn Canyon, and easy connections to Bishkek and Tashkent. Kazakhstan is huge, and you will lean on mobile data for Yandex Go, 2GIS maps and booking trains across the steppe.

Quick answer: for short trips, a travel eSIM avoids the passport counter and the IMEI question entirely. For long stays, local tourist packages offer very large data allowances, but foreign phones on Kazakh SIMs must be registered.

 

Kazakhstan's IMEI rule, explained

Kazakhstan registers phones by their IMEI number. If you put a Kazakh SIM in a foreign phone and stay longer than 30 days, you must register the phone through the national imei.kz portal. If you don't, the SIM can be blocked. Registration needs a border-crossing record and a Kazakh individual identification number (IIN), which most tourists do not have.

Operators have said that phones in roaming do not need registration. A travel eSIM connects to a local network as a roaming device, so for most visitors it removes the issue. Confirm the current rules if you are staying a long time.

Kazakhstan's mobile networks

•         Beeline: widest coverage, and the best performer in remote areas.

•         Kcell (and its Activ brand): a strong alternative in cities.

•         Tele2/Altel: usually the cheapest tourist packages.

Option 1: Buy a local SIM at Almaty airport

Beeline, Kcell and Tele2 all have booths in arrivals, and Beeline's is open around the clock. Tele2 has offered 30-day packages with dozens of gigabytes for around 5,590 KZT (about $10). You need your passport, and the IMEI rule above applies once you pass 30 days.

Option 2: Use a travel eSIM
