The Bay of Kotor, Budva's old town and the peaks of Durmitor make Montenegro a regular stop on Balkan road trips and Adriatic cruises. It also uses the euro, so many visitors assume their EU phone plan works as it does at home. It doesn't.

Montenegro has three operators: Crnogorski Telekom, One (previously Telenor Montenegro) and m:tel. All three cover the coast and the towns well.
• Cost: tourist SIMs start around €15 for very large data allowances, such as 500 GB over 15 days.
• Catch: the regional allowance for Albania, Serbia, Bosnia and other Western Balkan countries is far smaller, often under 10 GB.
• What you need: a passport. EU and Balkan nationals can often use an ID card.
• Best for: stays of a week or more, with a phone that takes a physical SIM.

Ships anchor in the Bay of Kotor for a single day. A local SIM makes little sense for a few hours, and the ship's maritime network can be very expensive if your phone connects to it at sea. Kotor, Tivat, Budva and Podgorica have strong coverage. Inland, terrain matters: the Tara canyon, the Durmitor plateau and the Prokletije range all have dead zones, and thick stone walls in old towns can weaken the signal indoors. Download offline maps before heading inland.
